The FramingNano Project is an EU Support Action (SA) funded by the European Commission. It seeks to frame the responsible development of nanosciences and nanotechnologies. This document is a study on the regulation and governance of nanotechnologies, investigating the current state of nanotechnology policy and regulation. Countries and private organizations have established voluntary reporting programs in the absence of specific nanotechnology regulations. Governments, who have existing regulatory tools such as the EUs REACH and the USs TSCA, should use these tools to manage nanotechnology at present as they are in principle capable of such oversight. The report notes two areas where agreement does not exist. First. whether the burden of proving safety should rest with manufacturers or regulatory authorities. The EU requires that manufacturers prove safety before a chemical can be marketed whereas the United States requires that regulators prove a chemical is harmful before it can be restricted or withdrawn from the market. Second, the issue of labeling nanomaterials in consumer projects is still under vigorous debate as methodology and standardizations are still being developed. |
