Following a commission review pursuant to Article 138(4) of the Regulation (EC) No 1907/2006 of 18 December 2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), the commission recommended that several alterations be made to this legislation. This new commission reguation seeks to enact those changes, which entail modifying the respective lists of chemicals that are exempt from the obligation to register in accordance with article 2(7)(a) (Annex IV) and 2(7)(b) (Annex V) of this legislation. For instance, Vitamin A should be removed from Annex IV since it may present significant risks of reproductive toxicity. In addition, several chemicals have been added to Annex IV on the grounds that there is sufficient information known about these substances that they are considered to cause minimum risk because of their intrinsic properties. It is therefore deemed inappropriate or unnecessary for these substances and their exemption from these titles does not prejudice the objectives of this regulation. Nonetheless, manufacturers and importers of all non-exempt chemicals – such as those involved in electrical equipment, automotive, aerospace, cosmetics, textiles, and paints - must still register them with the central European Chemicals Agency. |
